The Reserve Bank of India (RBI) has issued a revised Circular on the Lead Bank Scheme (LBS) to strengthen credit planning, improve coordination among stakeholders, and enhance accountability in implementing financial inclusion and priority sector lending initiatives at the district level.

The revised framework consolidates the operational aspects of the Lead Bank Scheme and provides guidance on institutional arrangements, credit planning and monitoring mechanisms.

1. Designation of Lead Bank in Each District

Under the Lead Bank Scheme, RBI designates a Commercial Bank as the Lead Bank for each district.

The designated Lead Bank is responsible for coordinating the efforts of:

  • Banks operating in the district;
  • State and Central Government agencies;
  • NABARD; and
  • Other stakeholders involved in financial inclusion and credit delivery.

The objective is to ensure the effective implementation of banking and development initiatives at the district level.
