The Reserve Bank of India (RBI) has issued amendment directions revising the regulatory framework for Non-Banking Financial Companies (NBFCs), introducing exemptions and streamlined processes.

1. Exemption from Registration

  • NBFCs meeting the following criteria are exempt from registration:
    1. Not availing public funds
    2. No customer interface
    3. Includes Type I NBFCs
    4. Asset size below ₹1,000 crore
  • Exemption is subject to specified regulatory conditions

2. Rationale Behind the Amendment

The move aims to:

  • Reduce regulatory burden on low-risk NBFCs
  • Focus supervision on systemically important entities
  • Promote ease of doing business

3. Procedures for Existing NBFCs

The directions also prescribe:

  • Deregistration process for existing NBFCs that meet exemption criteria
  • Conversion mechanism where required

This ensures a smooth transition to the revised framework
