1. Background

The Ministry of Corporate Affairs (MCA) has notified the establishment of 10 Registrars of Companies (RoCs) across India under the Companies Act, 2013.

This development forms part of the Government’s broader initiative to restructure and decentralise corporate administration, ensuring better oversight, faster processing, and enhanced governance standards in company regulation.

2. Objective of the Restructuring

The restructuring aims to:

  • Streamline company registration and compliance functions,
  • Enhance administrative efficiency by redistributing jurisdictions,
  • Improve regional accessibility for corporates and professionals, and
  • Strengthen regulatory supervision under the Companies Act, 2013.

3. Locations of the New Registrars of Companies

The newly notified 10 Registrar of Companies offices will be headquartered at:

  1. Delhi-I
  2. Delhi-II
  3. Chandigarh
  4. Kanpur
  5. Noida
  6. Mumbai-I
  7. Mumbai-II
  8. Nagpur
  9. Kolkata-I
  10. Kolkata-II

Each RoC office will have defined district-level jurisdictions, enabling a more balanced and efficient handling of company incorporations, statutory filings, and compliance monitoring.

4. Key Responsibilities of the RoCs

The Registrars of Companies will continue to perform core regulatory functions under the Companies Act, including:

  • Incorporation of companies and LLPs,
  • Maintenance of company records,
  • Monitoring of statutory filings,
  • Ensuring compliance with company law provisions, and
  • Taking enforcement or adjudicatory actions where necessary.

The division of offices—such as Delhi-I/II, Mumbai-I/II, and Kolkata-I/II—is intended to manage the high volume of corporate activity in these regions more effectively.

5. Effective Date

The revised framework for the 10 Registrars of Companies will come into effect from 1 January 2026.

From this date, the new jurisdictional boundaries and administrative setup will officially replace the existing structure.

6. Expected Impact

This reorganisation is expected to:

  • Reduce administrative bottlenecks and processing delays,
  • Enhance regional capacity for corporate oversight,
  • Promote transparency and uniformity in company law enforcement, and
