Govt. Appoints Inspector-cum-Facilitators Under Social Security Code

Notification No. S.O. 2444(E)., Dated 12.05.2026
The Ministry of Labour and Employment has issued a notification appointing various officers as Inspector-cum-Facilitators under Section 122 of the Code on Social Security, 2020.
The appointments have been made for purposes of Chapters V and VI of the Code in establishments where the Central Government is the appropriate Government.
1. Officers Appointed as Inspector-cum-Facilitators
The following officials have been appointed as Inspector-cum-Facilitators under the notification:
- Chief Labour Commissioner
- Additional Chief Labour Commissioner
- Deputy Chief Labour Commissioners
- Regional Labour Commissioners
- Assistant Labour Commissioners
- Labour Enforcement Officers
These officers will exercise powers and perform functions assigned under the Code on Social Security, 2020.
2. Applicability to Chapters V and VI
The appointments specifically relate to implementation and enforcement of provisions contained in Chapters V and VI of the Code on Social Security, 2020.
The designated officers will carry out inspection, compliance monitoring and facilitation functions in relation to matters governed under these Chapters.
3. Jurisdiction Over Central Government Establishments
The notification applies to establishments where the Central Government is the appropriate Government under the Code.
The appointed officers will exercise jurisdiction in accordance with their respective territorial and administrative assignments.
4. Functions of Inspector-cum-Facilitators
As Inspector-cum-Facilitators, the designated authorities will perform functions including:
- Inspection of establishments
- Verification of statutory compliance
- Examination of records and documents
- Conducting inquiries and investigations
- Advising employers and employees on compliance requirements
- Facilitating implementation of social security provisions
The framework follows the compliance-cum-facilitation approach adopted under the labour codes regime.
5. Objective of the Notification
The notification aims to operationalise the enforcement and compliance framework under the Code on Social Security, 2020 by appointing appropriate authorities for inspection and facilitation functions.
The appointments are intended to strengthen implementation of social security provisions, improve regulatory oversight and ensure effective compliance monitoring in establishments governed by the Central Government.
