1. Objective of the Programme

The Securities and Exchange Board of India (SEBI) organised a Municipal Bond and REIT/InvIT Outreach Programme in Raipur, Chhattisgarh, aimed at increasing awareness among:

  • Urban Local Bodies (ULBs),
  • State government departments, and
  • Other public sector stakeholders

about the use of capital markets to raise funds for developing urban infrastructure.

2. Context Recent Municipal Bond Issuance

The event comes shortly after the Raipur Municipal Corporation successfully raised Rs. 100 crore through a municipal bond issue. The programme built on this momentum by showcasing the potential for other ULBs to tap the bond market as a viable financing route.

3. Key Focus Areas

The sessions covered:

  • Accessing the municipal bond market for infrastructure financing,
  • Regulatory and disclosure requirements for issuers,
  • Use of REITs and InvITs as instruments for monetising public infrastructure assets, and
  • Case studies of successful projects financed through capital markets.

4. Outcome and Significance

The programme:

  • Encouraged ULBs to explore long-term, market-based funding options,
  • Highlighted opportunities for asset monetisation through REITs/InvITs, and
  • Supported SEBI’s broader initiative to strengthen the municipal bond ecosystem in India.
