Online Gaming Bill 2025

The Online Gaming Bill 2025 is a proposed legislation introduced by the Union Government to regulate India’s rapidly growing online gaming industry. It seeks to establish a comprehensive framework for promoting responsible gaming practices while protecting users from risks such as gambling addiction, financial fraud, and unregulated money games. The Bill applies across India, including overseas operators offering services accessible in the country, thereby closing regulatory loopholes. A key provision is the prohibition of online money games and related services, ensuring that no individual or entity can offer or support such activities. By combining promotion and regulation, the Bill aims to create a safe, transparent, and accountable digital gaming ecosystem.

Bill No. 110 of 2025, Dated: 19.08.2025

1. Introduction of the Bill

The Union Minister Shri Ashwini Vaishnaw has introduced the Promotion and Regulation of Online Gaming Bill, 2025, marking a significant step in regulating the fast-growing online gaming industry in India. The Bill has been designed to ensure responsible gaming practices and safeguard users from risks associated with unregulated online money games.

2. Applicability and Scope

The Bill extends to the entire country and applies not only to online gaming services offered within India but also to those operated from outside India but accessible within the territory. This wide applicability ensures that no entity can bypass Indian regulations simply by operating from overseas, thus strengthening the regulatory framework and closing potential loopholes.

3. Prohibition on Online Money Games

A key highlight of the legislation is its strict prohibition on offering or engaging in online money games or online money gaming services. It prohibits individuals and entities from offering such services or aiding, abetting, inducing, or supporting their operation in any form. This provision aims to reduce the risks of gambling addiction, financial fraud, and other social harms associated with online money gaming.

4. Objective and Impact

The objective of the Bill is two-fold: promotion and regulation. While it seeks to promote a safe, transparent, and fair online gaming ecosystem, it also focuses on regulating operations to protect consumers. By laying down clear restrictions and enforcement mechanisms, the Bill is expected to create accountability for operators and enhance the integrity of India’s digital gaming landscape.
