1. USTR extends tariff exclusions on select Chinese imports
The Office of the U.S. Trade Representative (USTR) has extended tariff exclusions on certain Chinese imports under Section 301, originally imposed in response to China’s practices related to technology transfer, intellectual property, and innovation. This extension covers 164 previously reinstated exclusions announced in May 2024 and 14 exclusions related to solar manufacturing and COVID-related equipment granted in September 2024.
These exclusions allow eligible products from China to enter the United States without the additional tariffs that would otherwise apply. The extensions are effective from June 1, 2025, through August 31, 2025, and are governed by Harmonised Tariff Schedule of the United States (HTSUS) headings 9903.88.69 and 9903.88.70.
Only products that precisely match the defined descriptions and tariff classifications set out in relevant U.S. Notesare covered.
U.S. Customs and Border Protection will issue detailed guidance on how importers can claim these exclusions. Also, USTR may consider further extensions or changes based on feedback from the ongoing four-year review and public comments.
