1. EU proposed tariff eliminations on selected US industrial and agricultural products

The European Union (EU) has put forward two legislative proposals to implement tariff reductions agreed with the United States (US). These measures form part of the commitments under the Joint Statement of 21-08-2025 and are designed to provide immediate relief to businesses through lowered customs duties, particularly for the EU automotive sector. The proposals are structured to apply retroactively from 01-08-2025.

The first legislative act covers the elimination of tariffs on selected US industrial goods and the extension of preferential market access for a range of seafood and non-sensitive agricultural products.

The second act specifically proposes continuation of tariff-free treatment for lobster, expanding the scope to cover processed lobster as well.

The proposals introduce the following significant tariff measures:

(a) Automotive imports into US: Tariffs on EU cars and car parts reduced from 27.5% to 15%, effective from 01-08-2025. This applies retroactively, significantly reducing duty costs on exports already made from that date.
(b) Industrial goods (into EU): Elimination of EU tariffs on a specified range of US industrial products.
(c) Seafood and agriculture (into EU): Preferential treatment extended to US seafood products, including processed lobster, and certain non-sensitive agricultural goods.
(d) MFN tariff alignment (by US): From 01-09-2025, zero or near-zero tariffs will apply to categories such as unavailable natural resources, cork, aircraft and aircraft parts, generic pharmaceuticals and their inputs, and designated chemical precursors.
(e) Legislative approval: The proposals will undergo review by the European Parliament and Council under the ordinary legislative procedure before entering into force.
