1. EU Introduces Additional Tariff Duties on Russian and Belarusian Imports of Agricultural Products and Fertilizers

The European Union has adopted Regulation (EU) 2025/1227, introducing new tariff duties on imports of agricultural products and certain fertilizers (nitrogen- based products) originating in, or exported directly or indirectly from, Russia and Belarus. The measures are effective from 01-07-2025.

Agricultural Products – 50% Ad Valorem Duty

The Regulation imposes an additional 50% ad valorem customs duty, levied in addition to the applicable Common Customs Tariff rate. The duty applies to products classified under the Combined Nomenclature (CN) codes listed in Annex I, covering nearly thirty chapters.

The affected categories include:

  • Live animals, meat, dairy produce, birds’ eggs, natural honey, edible products of animal origin
  • Live trees and other plants; bulbs, roots and the like; cut flowers and ornamental foliage
  • Edible vegetables and certain roots and tubers (except peas and chickpeas) and edible fruits and nuts, peel of citrus fruit or melons
  • Coffee, tea, maté and spices
  • Animal fats and oils
  • Sugar and sugar confectionery
  • Cocoa and cocoa preparations
  • Preparations of cereals and vegetables, flour, starch or milk and pastry products
  • Preparations for animal feeding
  • Tobacco
  • Raw textile

Fertilizers – 6.5% Duty Plus Specific Levy

For fertilizers, the Regulation establishes a 6.5% ad valorem duty, together with a specific levy per ton. These measures apply to nitrogen-based mineral or chemical fertilizers under HS code 3102, and selected subcategories under HS code 3105.

The levy has been introduced in phases: € 40-45 per ton for 2025-2026, gradually increasing to € 430 per ton by 2028.

The European Commission will monitor the impact of these tariffs on prices and on the EU internal market, including the agriculture sector, and may introduce corrective measures if required.
