Notification No. G.S.R. 442(E)., Dated: 03.07.2025
The Government has officially notified the Unified Waqf Management Empowerment, Efficiency, and Development Rules, 2025, under the provisions of the Unified Waqf Management Empowerment, Efficiency, and Development Act, 1995. These Rules aim to streamline and digitize the administration and supervision of waqf properties across the country.
1. Objective and Scope of the Rules
The newly notified Rules are designed to:
- Enhance transparency in the management of waqf properties
- Enable efficient governance through the use of technology
- Facilitate centralised data collection and real-time monitoring of waqf assets
They support the implementation of Section 3B of the parent Act and lay down clear procedures for operationalising its mandate.
2. Establishment of a Unified Portal and Database
One of the key provisions of the Rules is the creation of a centralised online portal and database. These will serve as the primary digital infrastructure for:
- Recording all waqf properties and related details
- Tracking changes and updates in waqf management
- Ensuring consistency and integrity of waqf records nationwide
3. Monitoring of Portal and Database
The Rules also provide for a robust monitoring mechanism to ensure the proper functioning of the portal and database. This includes:
- Periodic audits and system checks
- Oversight by designated authorities
- Timely resolution of technical or administrative discrepancies
4. Enrollment Requirements
All relevant entities must enrol themselves on the portal and database in accordance with the Rules. This includes:
- Waqf Boards
- Mutawallis (custodians or managers of waqf properties)
- Other stakeholders or institutions managing waqf assets
5. Mandatory Filing of Waqf Details
To ensure accountability and record integrity, the Rules mandate:
- Timely filing of details related to waqf properties, management, revenue, and utilisation
- Regular updates whenever changes in ownership, use, or legal status occur
- Submission of such details only through the designated portal and database
6. Additional Provisions
Besides the core areas, the Rules also lay down procedures for:
- Integration of existing records
- Reporting obligations under Section 3B
- Penal provisions for non-compliance
- Facilitation of coordination among various waqf stakeholders
